How the index is calculated
Every story ECTV published counts with a weight: its status (Breaking 5, Live 4, Alert 3, Report 2, Follow-up 1) times its impact (Europe-wide 4, National 3, Regional 2, Local 1).
Older news counts less: the weight halves every 24 hours after the story's last real news (publication or update), and stories older than 72 hours drop out.
A country's weights are added up and turned into a score from 0 to 10 on a curve, so one serious national story scores about 3 and a day with several major events 7 to 9. Europe-wide stories count fully for Europe and partly for the country they are filed under.
The index measures what ECTV has verified and published, not every incident that happened. It is meant to show trends and compare countries, not as a safety rating for travel. Always follow your local authorities.
