Estonian officials confirm Russian intelligence ordered Milrem arson

Estonian security and government officials announced that an August fire at the Milrem Robotics building in Tallinn was an act of sabotage ordered by Russian special services. Prime Minister Kristen Michal and Foreign Minister Margus Tsahkna released the findings following an extensive investigation by the Internal Security Service. Officials stated that the gathered intelligence leaves no doubt about the foreign state backing behind the attack.

The fire broke out during the night of August 15 in a building used by the defense manufacturer on Betooni Street in the Lasnamäe district, according to Õhtuleht. Emergency responders reached the location quickly and brought the flames under control before the fire could spread further. No injuries or threats to human life occurred during the incident, according to official reports.

Investigators moved swiftly across borders following the incident to track down the alleged perpetrators. Law enforcement authorities in Latvia detained three Latvian citizens suspected of direct involvement between August 17 and August 18. Officers executed searches at locations connected to the suspects in Latvia, seizing numerous data carriers and items allegedly used to set fire to the building.

Latvian authorities subsequently handed over the three suspects to Estonia on September 17 and September 18 to face criminal prosecution, reported Õhtuleht. Margo Palloson, director general of the Internal Security Service, noted that the suspects are currently held in custody and no longer pose a danger to the public. Judicial proceedings and the criminal investigation into the precise circumstances of the arson continue.

Palloson warned that the threat of provocations and sabotage attempts originating from Russia remains persistent across Europe. Intelligence assessments indicate that defense industry enterprises and organizations contributing to Ukraine face heightened risks from foreign recruitment and influence operations. Security agencies recommend that vulnerable sectors reinforce both their physical security measures and cyber defenses. Foreign Minister Tsahkna stated that the Estonian government summoned Russia's temporary charge d'affaires to the foreign ministry in response to the attack.

Prime Minister Michal described the act as part of a campaign by Moscow designed to intimidate European nations and reduce political and military backing for Ukraine. Officials emphasized that Estonia maintains a resilient security environment that makes such operations exceptionally difficult to execute successfully. Foreign Minister Tsahkna added that Tallinn will respond by deepening cooperation with European allies to increase economic pressure, tighten sanctions, and restrict travel for Russian citizens.
